A speech US President Bush today on climate change has been met with disapointment in Europe. Bush called on the world's worst polluters to set a goal for reducing carbon emissions, but said each nation should decide on its methods. German environment minister Sigmar Gabriel described the talks in Washington as "a big step for the Americans, but a small step for mankind."
