Hardly a day goes by without new reports of child abuse in Germany. Parents neglect their kids, beat them and even kill them. Politicians have been shocked into action. Chancellor Merkel has suggested anchoring child protection in the constitution. The Bundestag is to debate the issue. But what can the state do against violent parents who torture or murder their kids behind locked doors.
