In other news, EU officials say there's been a fresh setback in efforts to solve the gas dispute between Russia and Ukraine so that normal gas deliveries to Europe can resume. Officials say Ukraine agreed to allow EU observers to monitor gas pipelines on its territory. But Russian giant Gazprom is insisting that RUSSIAN monitors take on the job - a demand Kiev has refused. Gazprom CEO Alexei Miller was in Brussels today, where he met with EU commission president Jose Manuel Barroso. He was joined by his Ukrainian counterpart. The row between Russia and Ukraine has already led to the complete halt of gas deliveries to some European countries. +++SYN-MAZ+++
