Oil prices have been fluctuating for weeks on fears over the political unrest in the Arab World -- especially in oil producing countries like Libya. Brent crude was down by about a dollar after Moammar Gaddafi's government declared a cease fire. Just hours earlier, Brent had GAINED about 1 percent on fears of military action in the country.
