Berlin is witnessing a spate of arson attacks and the authorities appear to be powerless to stop them - despite nightly helicopter patrols and plainclothes police patrols on the ground.

The problem is affecting the current election campaign in the capital: Chancellor Angela Merkel has weighed in on the debate, as both her party and its junior coalition partner the Free Democrats accuse the Berlin government of failure to act.
