South Africa's electoral commission has formally announced the results of Wednesday's election and has confirmed the sharp drop in support for the ruling African National Congress party. With only 40 per cent of the vote, the ANC says it will enter into talks with other parties to form a new government. It's the first time the party has failed to secure a majority vote in 30 years.
