German Foreign Minister Guido Westerwelle has said the focus of the Afghan mission needs to shift.. to creating conditions necessary for Afghan forces to take over responsibility for security. He was speaking in Brussels, where NATO foregin ministers have gathered to discuss President Barak Obama's new Afghan strategy. Several countries have indicated they will make a modest increase in their troop numbers.
