A German humanitarian mission in Libya would require bipartisan authorization from the parliament and there would have to be guarantees the Bundewehr would NOT be drawn into any belligerent operations. Surveys show a majority of the public backs the government's pacifist stance on Libya. And Chancellor Merkel's conservatives have been defending the new position. They argue that it is consistent with the decision not to send German warplanes to enforce the no-fly zone over Libya.
