#German Chancellor Angela Merkel has defended proposals by Berlin and Paris to toughen Europe's fiscal rules. An EU summit on Thursday is set to be dominated by the Franco German call to limit voting rights of heavily indebted nations. Those proposals have met with criticism from other Eurozone nations.
