The official Xinhua news agency cited the Ministry of Industry and Information Technology as saying China wanted to implement the rule from July 1, but the plan was being postponed.

The statement did not give any other details. Beijing says the software is designed to block pornographic Internet content.

But rights activists fear it is an attempt by the government to increase its control over the Internet.
