Germany's new government is set to get to work this week and this could be their work motto: We want to cut your taxes, we really do, but we probably won't be able to. Berlin spent billions to stimulate the economy in the recession, and tax revenue is falling--all of this means no room for now to lower taxes. But that is not what the conservative CDU and the Free Democrats FDP promised when they won the election last month.
