The Social Democrats in Hamburg had also been hoping to be able to form a coalition with The Greens - but failed to win enough votes. A similar outcome in elections in Hessen last month has left the SPD considering the possibility of forming a minority government there with the support of the Left Party - which has its roots in the Communist Party of the former East Germany.
