Could deadly strikes inside Russia backfire on Ukraine?

A Ukrainian drone attack in Russia's Tatarstan region has killed at least 13 people, according to local authorities. Ukraine says its aim is to disrupt Russia's energy sector. Moscow accuses Kyiv of targeting civilians.

How much of Russia can still be considered safely behind the front line, and how will the Kremlin use the deaths of civilians?

DW put these and other questions to Charles Hecker, an Associate Fellow at the Royal United Services Institute. He spent years living and working in Russia, including as a journalist and geopolitical risk consultant. 

The number of Ukrainian civilians killed by Russia is “overwhelmingly” higher than the amount of Russian civilians killed by Ukraine, Hecker tells DW.

He concludes that while Kyiv has the upper hand when it comes to drone warfare, Russia’s firepower is still superior.
