Crimea: Germany weighs carrots and sticks

The German government is working around the clock to defuse the tension in Ukraine. Foreign Minister Frank-Walter Steinmeier says there’s been some progress in talks with Moscow on setting up an OSCE observer mission in the conflict-stricken country. But bringing Russia back to the negotiating table is proving a tough balancing act.
