The referendum in Crimea has come out clearly in favor of a reunion with Russia. The U.S. and the EU are relying on sanctions to force Putin to back down. As a leading industrial power, Germany is playing a leading role: Berlin’s economic sanctions could hit Putin where it hurts. And Germany is prepared to use them.
