The Development Ministry is a mirror of recent history. When it was founded in 1961, the Cold War was at its most intense. The West and the Warsaw Pact each tried to gain influence in Africa and Asia. In today’s era of the war on terrorism and the rise of developing countries, the Ministry’s emphases have shifted fundamentally.
