Bavaria's conservative Christian Social Union is holding a key party congress to elect a successor to outgoing leader Edmund Stoiber. Stoiber is leaving office after eight years as CSU leader, and 14 years as Bavarian state premier. He announced his resignation last January in the face of growing opposition from within the party.
