While educational, infrastructure and social programs will be important steps towards any future Palestinian state, they'll come to nothing if the authorities cannot impose the rule of law on their territory. That's why the EU is helping to train the Palestinian police force in the West Bank. The last time the German Foreign Minister visited the region, he brought some police cars with him, and communications equipment has now also been installed in them. The help is starting to bear fruit - but a lot more is still needed.
