Germany carried out a major overhaul of its social welfare system ten years ago. The core of the reforms was a new program called Hartz IV, which combined various social benefits into a single category. The reforms have been widely credited for boosting Germany’s economic competitiveness. But not everything has run smoothly - the courts have been deluged with cases lodged by welfare recipients.
