Environmental activists in Germany are hailing a court ruling that could force city authorities to take radical measures to curb air pollution. Judges at the Leipzig-based administrative court, the country's second highest, upheld a complaint by a resident of the city of Munich. Dieter Janecek lives on a busy road, where levels of fine particles emitted by vehicle exhausts have regularly exceeded European Union norms.
