NATO and European Union officials have been discussing a "no-fly" zone for Libya. U-S military officers taking part in the talks in Brussels say they're preparing a "full range" of options for Libya. Rebel forces have appealed to Washington and European governments to impose a no-fly zone to deny Gaddafi's forces the advantage of using aircraft and helicopters.
