EU debates 'only yes means yes' rape law

In many European countries, survivors still must prove they fought back for an assault to count as rape. But after years of public outrage and landmark cases, the EU is considering a new standard: only yes means yes.

EU lawmakers are advancing a unified "only yes means yes" definition of consent in rape law. Many countries still require proof of force, or that a victim actively fought back.

Experts say consent‑based laws better reflect survivors’ experiences, with data showing most victims cannot resist. Cases in Sweden and Spain suggest such reforms boost reporting, convictions and shift public attitudes.
