European Union leaders have agreed to enact tougher curbs on greenhouse gas emissions and binding targets for green energy to fight climate change within a year. Slovenian Prime Minister Janez Jansa - whose country currently holds the EU Presidency - called the proposal highly ambitious, but workable. At the EU's Brussels summit - a watered-down version of French President Nicolas Sarkozy's Mediterranean Union proposal also attracted broad support.
