EU leaders fail to agree new treaty

An EU summit has failed to agree on terms for a new treaty covering all 27 member states on more fiscal unity. Britain effectively vetoed the treaty, saying it was against Britain's interests. A deal among eurozone states and others willing to join will take its place.
