Welcome back! Russia's invasion of Georgia sparked a wave of condemnation from EU leaders, but the bloc stopped short of imposing sanctions on Moscow in response to the crisis. Many EU leaders fear that tougher measures could expose the energy-dependent bloc to Russian retaliation.
