EU leaders in Brussels meanwhile have agreed what they're calling a landmark deal to cut carbon emissions. Under the agreement emissions will be reduced by 20 per cent by 2020 over 1990 levels. Environmental groups criticized the measures saying the EU had made too many compromises. Observers said the deal was seen as a test of whether the EU would be able to lead the way on climate change despite the global financial crisis.
