EU ministers agree banking accord

European finance ministers have agreed to create a massive fund that will help ailing eurozone banks in the future when they run into trouble. Banks will foot the bill for the 55 billion euro fund. Political leaders hope the plan - which still requires final legislative approval. - will ward off future financial crises and contribute to stabilizing the euro.
