EU refugee quota talks in Malta

The interior ministers of Germany, France, Malta, Italy and Finland are meeting in Malta to resolve a standoff over refugees rescued in the Mediterranean. They hope to develop an automatic distribution system to end the drawn-out negotiations that have seen vulnerable asylum-seekers stranded at sea, sometimes for weeks — or languishing in makeshift Maltese shelters.
