EU ministers wrangle over failed banks

EU finance ministers meeting in Vilnius have been discussing banking reform. They've been trying to find a solution on how to shut down failing banks before they damage the wider economy. Some countries, including Germany and Britain, are wary of handing over too much power to Brussels.
