EU summit kicks off with focus on Russian turmoil

The turmoil in Russia is dominating a two-day summit of EU leaders in Brussels. The meeting got underway with the head of NATO highlighting what he called divisions in Russia's leadership. Boosting NATO's defenses and shoring up aid to Ukraine are also top priorities.
