EU transport ministers have decided to put off a decision on the financing of the Galileo satellite navigation system until December when heads of government meet. Galileo is the European Union's most contentious and expensive project... some people say it would help the EU gain independence from other countries such as the US when it comes to satnav technology, others wonder whether it will ever be commercially viable.
