European Union leaders are starting two days of talks in Brussels on a climate change package. Differences within the 27 member bloc have narrowed, but a final deal has so far proved elusive. The EU has the ambitious target of cutting carbon emissions by 20 pecent by 2020 - and to derive one fifth of its energy through renewables like solar and wind power.
