European Union leaders have gathered in the Portugese capital, Lisbon, to sign a landmark reform treaty. The pact paves the way for major changes to the block's institutions. The aim is to create a more effective foreign policy and streamline decision-making. The new treaty replaces a failed draft constitution, which was rejected by French and Dutch voters in referendums two years ago.
