Another burgeoning scandal in Germany's financial sector. Federal prosecutors are investigating a number of banks under suspicion of abusing tax laws by receiving refunds on capital gains twice, based on tax returns filed once. It's a scheme that has cost the government as much as 10 billion Euros since 2008.
