Closing the detention center poses serious challenges for the new administration. Trials for the inmates in conventional courts could be complicated if some or all of the evidence was obtained by torture. And then there's the question of what to do with detainees no longer deemed to be a threat but who can't be sent home for fear of ill treatment. The US has already been appealing for help from other countries - including Germany.
