A strategic partnership has been sealed in Berlin, including joint production of sophisticated drones and other weapons systems. German Chancellor Merz said supporting Ukraine sends a "very clear signal" to the Kremlin.

Germany and Ukraine have sealed a new strategic partnership at a summit in Berlin. Chancellor Friedrich Merz said cooperation on security, data technology and industrial recovery would strengthen Europe. He and President Volodymyr Zelenskyy highlighted joint drone development, with Germany learning from Ukraine’s military experience.

Zelenskyy urged the EU to unlock €90 billion in investment and voiced hopes for smoother support after political change in Hungary. Berlin pledged help on energy security, refugee reintegration and curbing military-age emigration. Both leaders called for a negotiated end to Russia’s war without Ukraine ceding land.
