Germany's solo ban on so-called naked short selling -- a form of speculation that's seen as highly risky -- wrongfooted European partners and unsettled markets. Naked short selling is being blamed by some leaders for deepening the euro zone's debt crisis. But rather than calming financial markets, Germany's ban heaped fresh pressure on stocks and the euro.
