It's a year since the oil drilling platform Deepwater Horizon exploded in the Gulf of Mexico. 11 workers were killed and crude flowed unchecked into the sea for 3 months. Oil company BP has set up a 20 billion dollar compensation fund -- but so far, payments have been slow.
