A new EU law is supposed to strengthen animal welfare and curb the illegal puppy trade. Is it targeting the right people?

Bella, a Maltese, once arrived in Germany sick and without valid papers, a common case in illegal puppy trade. Missing rabies vaccinations and fake passports are widespread.

Demand for purebred dogs fuels a billion-euro black market, often via online platforms. The EU plans stricter rules: mandatory microchipping, registration, and transparency for buyers.

A ban on pet shop sales is also under discussion to curb animal suffering.
