For years German and American intelligence services have been cooperating on a secret project in North Rhine-Westphalia. As part of the fight against Islamist terrorism, the CIA built up a gigantic database with the aid of the German Federal Intelligence Service. The surveillance network also monitored journalist Stefan Buchen.
