India and Pakistan Try to Allay Tensions

India asked Pakistan to hand over 20 fugitives from Indian law who are believed to be residing in Pakistan on Tuesday as the two countries tried to cool tensions that have been simmering ever since last week's Mumbai attacks. India's foreign minister tried to allay fears that military action was being considered and his Pakistani counterpart proposed a joint probe to find the militants responsible for the attacks.
