On Thursday Ireland will hold its referendum on the European Union's new fiscal treaty, calling for balanced budgets. It will have a major impact on the growth versus austerity debate. The European Union spent many months crafting the ''Treaty for Stability, Co-ordination and Governance''. If Ireland votes yes it means more austerity but potentially also more stability in the long run.
