Before the summit opened, US President Barack Obama chaired a session of the UN Security Council, which unanimously adopted a resolution aimed at reducing the world's stocks of nuclear weapons. The resolution urges all countries that have not signed the 1970 Non-Proliferation Treaty to do so. Critics of the document say it fails to include mandatory provisions that would have required concrete disarmament steps.
