The UN Climate Summit in Copenhagen has fallen far short of expectations, with several developing countries saying they will refuse to sign on to the agreement. The European Union reluctantly accepted the draft which includes future pledges of more financing for developing nations, non-binding suggestions to cut carbon emissions, and a "recognition" of the scientific case for limiting the rise in global temperatures. The marathon talks are still going on in Copenhagen where delegates continue to argue over the details, - but critics have already condemned the deal as too weak.
