Latvia is on the frontline in dealing with new threats to NATO from Russia — from cyberattacks, sabotage, and espionage to drone incursions and other suspected gray-zone operations.

Latvia's President Edgars Rinkevics told DW that the West needs to reconsider what hybrid warfare means. When it comes to dialogue with Russia, he added, it was not clear that Moscow actually wants to talk. 

He also said that Europe needed to be a part of a peace process for Ukraine: "Europe needs to be at the table, not on the table."
