Merkel rushed ahead in the euro crisis and declined any part in the NATO mission in the Libyan conflict. More and more people in her party and her parliamentary faction are skeptical about her. Former Chancellor Helmut Kohl says he doesn't see Merkel setting a clear course in either European policy or in German foreign policy, where Foreign Minister Guido Westerwelle is increasingly unpopular.
