Moldovan government offers returning expats business grants

Over 1 million Moldovans live and work abroad, leaving only about 2.9 million in the country. The government wants to change this and is offering grants to returning expats who want to start or develop a business.

Moldova's population has dropped dramatically in recent decades.

Official estimates from August 2025 put the current population at just 2.9 million. This major drop is mainly the result of massive migration and a low birth rate. 

It is estimated that over 1 million Moldovans live and work abroad because they feel they can find better jobs there. 

This has had a massive impact on the country. The government is convinced that returning expats are good for both Moldova's economy and society because they bring expertise, experience and skills back to Moldova.

That's why the government is offering grants of up to €38,000 ($44,500) to returning expats who want to start or develop a business. 

Moldovans Sergiu Mindru and George Dragan returned to Moldova after spending years in Italy and the UK respectively. They have both set up businesses on their own, and applied for grants under the government scheme to expand and make improvements.
