Clan structures, questionable mega projects and overwhelmed courts have been holding Montenegro back from its goal of joining the EU. But pressure from citizens is growing along with hope for true reform.

After more than 30 years under Milo Djukanovic, Montenegro is seeking a fresh start. Civil society activist Ines Mrdovic exposes how corruption under the former leader shaped the country, from luxury projects allegedly linked to his family to a billion-euro highway funded by Chinese loans. While the new government pushes reforms and EU membership for 2028, weakened institutions and unresolved scandals show how deeply the old system still weighs on Montenegro’s fight for the rule of law.
