NATO allies debate plan to boost spending

If the proposal by the alliance's chief Mark Rutte is agreed, each member country will spend 5% of GDP on defense. Rutte's plan still has to be signed off at a NATO summit in June. But it got a big boost at a meeting of NATO foreign ministers in Turkey when Germany said it was ready to commit.
