New Russian vodka tax could harm alcoholics

Russia has a budget problem as well as a drinking problem. To fix both issues, the government is proposing raise the tax on alcohol. But Russians don't always need to buy their vodka from a shop, many make their own at home. A tax on alcohol could drive the poorest to drink dangerous homemade alcohol.
